The prevailing economic reconstruction/bail-out packages, which the U. S. Government as well as the governments of other industrialised societies are promoting, neglect to embrace people as being more than potential customers and sources of hired labour. Instead, without a doubt, these economic reconstruction packages need to set the stage in respect of where we expect to end up as a society. These packages must aim to generate circumstances which will enable people to be better able to operate as managers of the patterns of survival that they seek to secure for themselves and for their heirs. What is therefore required, is economic bail out packages that focus beyond the simple creation of commercial regeneration. The so far overlooked need is to remedy the circumstances out of which the prevailing economic downturn had been initially generated.
The current economic bail-out packages are apparently focussing on the quantity of financial insertion that government is making. That may be because in a complex industrialised society, people normally require and use money in order to acquire the items that they need to satisfy their requirements for living. However, it is what is happening to the lives of people, rather than what has been happening to the balance sheet of firms, that the economic reconstruction/bail-out packages should aim to have an impact on. As a result, governments which are planning to use cash-activated economic reconstruction/bail-out programs, as the economic remedy strategy, will need to also look upon what impacts on people will be forthcoming. They will need to accommodate their programs to the fact that it is people that are important. Meanwhile, money is merely a useful created economic instrument; even though the prevailing educational system has conditioned the members of the society to hold a money-centred view on their reality and also on their achievements in living.
The capitalist doctrine has led societies to operate under the guidance of the principle that monetary values, and net financial returns, should function as the overall economic “master conductor” that orients and quantifies how effectively the available resources in the society have been used. However, the economic bail-out packages must not be sucked into concentrating on that capitalist money-centred appraisal of overall economic performance. Instead, we need to recall that from time immemorial, persons have been seeking to use their overall time and resource commitments in strategies to pursue personal lives which they can regard as being meaningful.
The People Dimension
When the economic bail-out packages recognize that as people go about their lives as sentient mind guided entities, they draw on this additional personal living-centred resource management focus. Adjustments must therefore be made in how aggregate economic performance is measured, if a people-centred focus is to be included. The mere buoyancy of commercial results, may not be relied on to appraise the potential effectiveness which the proposed economic reconstruction/bail-out programs will generate in the long term.
Clearly, therefore, impacts on the lives of people, as managers of their effort and resource commitments, must be treated as one set of the significant results, that reveal the effectiveness of government economic investment. The potential long term appropriateness of the current cash-centred economic reconstruction/bail-out package which the U. S. government is being requested to execute, should therefore be reconsidered. In particular, appraisals of results from the economic reconstruction/bail-out packages should especially be done in light of the following recognition:

Although capitalist doctrine emphasizes persons as budgeting the financial resources over which they have control, if the circumstances that produced the current economic malaise are not to be repeated, the programs of economic reconstruction must go beyond that financial concentration on what humans do. The reconstruction packages must begin to also focus on facilitating economic activities which accompany the behaviour of persons as managers of their scarce time, so as to achieve preferred patterns of living.
The framers of the economic reconstruction packages, need to bear in mind that in the living-centred economic operations in which persons participate, they do not have the same type of economic options which firms have. For example, persons are keenly aware of their mortality. When things are not going good, they do not “close down” nor “suspend operations” as commercial firms do. Unlike firms that have a potentially perpetual life, it is only through heirs, that humans can lay claim to any type of perpetuity. In their economic remedy proposals, the framers of the economic reconstruction packages must therefore recognize that humans, as economic agents, also have living-centred targets and not merely financial ones at which they aim.
In particular, persons essentially operate as budgeters of how they commit their time among the opportunities that they have to live. They seek to achieve patterns of time-usage, as living, which will enable them to interpret their continued survival as being meaningful.
The economic reconstruction/bail-out programs must therefore aim to be supportive of the mix of time-use budgeting opportunities which will become available to the members of the society, as they go about their lives. These proposed economic reconstruction/bail-out proposals may therefore not overlook the essential fact that in the economic management that persons do, they aim to secure access to the patterns of time-using that will give quality to how they are able to live.

The monetary emphasis aims to manoeuvre persons away from seeing that in the living that they do, they are also intuitively operating as thinking mind-guided entities, who are seeking to achieve patterns of time usage that will give a preferred quality to their survival.
We must therefore not allow ourselves to be distracted from recognizing that our resource and effort commitments, are also life-support operations (in the natural environment). These resource and effort commitments that persons make, are not merely wealth-generating activities. Governments would therefore be making an unfortunate mistake if they allowed the prevailing economic reconstruction/bail-out programs to overlook the fact that the economic efforts of persons, also comprise living-centred time management commitments into which these persons have entered. Nor should these governments ignore the fact that, substantively, in their living-centred time and effort commitments, persons are also aiming to gain verifiable information. Persons seek verifiable information about their natural environment, which will enable them to enhance the level of the consciousness and sensibilities that they will be able to bring, in their efforts to enhance the quality of the survival they will be able to secure from their resource and effort commitments.
We therefore need to wake up to the awareness that, (just as Pavlov did to his dogs, when he trained them to salivate with the mere ringing of bells), the purveyors of the capitalist doctrine, are correspondingly actively engaged in creating a conditioned reflex among humans. People are correspondingly being trained to respond primarily to the relative financial outcomes that arise with the resource and effort management activities that accompany how they live.
Not surprisingly, therefore, the concentration on financial revitalization that the proposed economic reconstruction/bail-out packages seek to execute, betrays the success of that conditioned reflex which has led humans to look upon their reality overwhelmingly from a money-centred focus. However, by means of the conditioning in the emphases of the capitalist doctrine, humans will have been manoeuvred away from the practice of those priorities in human living, that are associated with (and that are centred on) mutuality and empathy. Instead, acceptance of and accommodation to the capitalist emphasis on interpersonal predation and on exploitation, is leading us toward our existential doom as a result of the associated capitalist-promoted psychological and spiritual despoiling of humans.
That manoeuvring and conditioning of humans, into behaving according to the resource and economic management priorities and responses which are dictated by the capitalist doctrine; and away from priorities in respect of living and human survival; is being used to divert the human population of planet earth. With the emphases in capitalist doctrine, on financial outcomes, rather than on living-centred ones; on selfishness, rather than on mutuality; and on exploitation, rather than on empathy; we are being led into operating, and into becoming as no more than lower-order life entities.
That is the type of human degradation (leading to overall sustained material as well as psychological predation, control, and existential non substantiveness), is the outcome as a type of doom, which the membership of the hideous alien consciousness that is behind the capitalist doctrine, aims to execute on us.
To avoid continuing in that human enslavement routine, the economic reconstruction and bail-out packages must draw on indicators of economic performance which focus on more than financial results. They must focus on the access of persons to critical services that meet their needs for food, clothing, shelter, health care, entertainment, security, and for enhanced understanding of their natural environment and how it operates. It is the relative access of persons to those features, which will reveal how effectively the quality of their living toward which humans direct their resource and effort management, has been serviced.
The outcomes that will legitimate the reconstruction initiatives, is the forthcoming impacts of these initiatives on people, rather than how extensively the level of commerce has been enhanced. The peak indicator of economic performance, is not the extent to which humans will be able to operate successfully in competition among each other, and then ultimately securing private relative quantities of material or money-equivalent rewards for themselves from their efforts.
Instead, the need is for development initiatives where economic management programming is also guided by the principles of mutuality and empathy of persons, with each other, as well as with the natural environment (and its autonomous evolution). As responsible humans, we therefore must not allow this hideous alien consciousness which is behind the capitalist emphasis on results that are framed in financial terms, to distract or to misdirect us from pursuing, or from structuring a living-centred environment of human economic survival.
The economic reconstruction/recovery and development programs must therefore aim to foster Human Development. Programs must emphasize operations which seek to foster the achievement of our human evolution, as a process of informed understanding of our natural environment (and also of our reality). Effective economic reconstruction programs must also foster resource management operations which are in service to outcomes where the economic management behaviours of persons are also centred on mutuality and on empathy.
The economic programs in which the U. S. Government is engaged via the economic reconstruction/bail-out packages, should go beyond a commercial emphasis. The programs should recognize and also accommodate to the fact that intuitively, persons are pursuing targets in behalf of the type of survival (as patterns of time-usage), that will enable them to make meaningful, their decision to remain alive.
A Matter of Roots
As soon as a society comes to recognize that its human participants are time-use budgeters (who are effectively in pursuit of preferred survival patterns), the society will also begin to recognize that money and its usage merely forms a service instrument. Therefore, although the programs of formal education advance the capitalist focus, some measurement adjustments must be made. The foremost adjustment, as it relates to these economic reconstruction/bail-out programs, is a matter of focus. People need to arrive at the decision that in the human-centred economic reality which they are aiming to create, they should not treat money as the master conductor and director of operations.
The creation of money and the distribution of access to it, is merely one of the instruments that a society must manage, at the same time that persons budget how they commit their scarce time. Historically, as conscious mind-guided entities, persons have aimed to secure from their resource and effort commitments, outputs and results that will service the living-centred targets at which they aim as they set out to pursue their survival. That is why the effectiveness of the cash injections that the U. S. government is now making, should be primarily appraised against that quality-of-life delivery to which these initiatives contribute.
Money is a part of trade. However, the capitalist emphasis on these cash injections as initiatives to generate employment and commercial revival, should not be used as the only, or as the most important focus for either the program approval of these initiatives, or for appraising how they are supposed to perform. The output from prevailing economic management is not only shown by the level of aggregate commercial activity on which capitalist economists concentrate. Additionally, the people who make up the society are not merely to be seen as sources of hired biological “machinery” services (human capital), that will then secure paid employment from the projects on which the cash injections are spent. Nor do these people merely form the foundation of the buoyant commerce that will re-emerge when that cash is spent on outputs which are being produced and offered for sale.
Therefore, when the new administration of U. S. President Obama talks about investment which it will aim to promote, it is necessary to examine the extent to which that investment package contains initiatives to provide mixes of critical technical, administrative, and educational services, in behalf of the quality of life attainment of the “person in the street”. For example, investment in education as one of the proposed recovery strategies, must be directed at creating informed participants in the work force, rather than at creating working “stiffs”, in the form of “human capital”.
It will not be sufficient for these economic reconstruction packages that are being proposed, to merely promote employment, where persons function as “hired hands”, as “human capital”, and so forth. Instead, government investment in education, and in corporate support by way of the economic reconstruction packages, must require adjustments in curricula, as well as in the structure of these educational programs.
The delivery process in these educational programs, must recognize that when working people (as effort providers) decide to commit their time in respective production ventures at hand, they are also parallel risk takers with the providers of risk financing. These educational programs which are receiving government investment, will therefore need to offer skills development and training programs that prepare workers to also appreciate and to discharge, within firms, associated project facilitation and management responsibilities.
It is not consistent with fostering Human Development, to merely have educational investment that aims to function merely as capitalism-supportive brain-washing operations. The programs receiving the government investment via the economic reconstruction/bail-out packages, must not function as skills development operations, where the providers of effort are “trained” to behave merely as the dispensable hired “human machines” ( that Theodore Schultz and Gary Becker labelled as human capital).
If the economic reconstruction proposals aim to be successful in the long term, the associated investment commitments must deliberately aim at creating impacts on the opportunities of persons to use their time and to also understand their natural environment. That is, the economic reconstruction packages must aim to enhance the access of persons to services and to opportunities out of which enhancement in their quality-of-living will arise. Accordingly, the bail-out packages will foster those results only if they are accompanied by effective administrative strategies. They will need to monitor and to verify that the government cash injections are being effectively used to promote in a sustainable manner, the access of persons to services which will satisfy their needs for food, clothing, shelter, health-care, security of property and of person, and for entertainment. In addition, if persons are to achieve the higher quality-of-survival at which they aim, they will also need to have enhanced access to the type of understanding that will enable them to participate more effectively in how their lives evolve.
In contrast, stimulus packages as cash injections which aim to achieve capitalist rejuvenation, will limit their appraisals of economic performance to a concentration on the changes in market results which arise. However, the effectiveness of economic outcomes must also be measured in terms of the contribution to living-centred results which arise from the resource commitment initiatives that are associated with these cash injection packages.
We cannot allow ourselves to forget that, the economy is also about the mixes of opportunities that members of a society have to manage the scarce time for living which becomes available to them. That is why the economic reconstruction operations (that form government policies of the new President Barack Obama, for example), must be aimed at enhancing the flow of mixes of critical living-supportive components. These are the survival-centred services on which persons seek to draw within the adjustments that they must execute, as they go about the trading operations which comprise the technically complex society that the United States is.
Even though it is much more than potential monetary results, which should guide the selection of economic outcomes at which the economic reconstruction packages must aim, the subtle role that money plays as a medium of exchange in a technologically complex society, must be recognized. For example, governments need to ensure that the rules of trading that they legitimate, are people-centred, rather than centred on merely facilitating the generating money profits. The economic development (or reconstruction) initiatives, should therefore focus upon money as being merely an instrument which persons use, as they manage their time so as to secure the quality-of-survival targets to which they are committed.
Making it Happen
The managers of the proposed programs of economic reconstruction, are challenged to ensure that the significant program impacts, will be on the economic opportunities of persons for managing their time. From time immemorial, humans have aimed to demonstrate a conscious presence in their reality/environment. That must not be overlooked. As a result, the economic basis on which project packages are being framed, also needs to recognize that humans are about the business of ratifying their presence in their environment. It must therefore be recognized that persons have sought to manage their effort commitments with the aim to eventually secure a survival in which they have the opportunity to better understand themselves, and also the rules under which their environment evolves.
It is that process of accommodation to their natural environment, which has led humans to evolve civilizations which will provide them with the opportunity to manage their time for living, as a result of their greater access to verifiable information about their reality to which respective persons gain access. These persons then set out to draw on that information, so as to ratify their presence in, and also their linkage to their environment . That is why the managers of the proposed economic bail-out programs, are also challenged to promote the underlying features that will eventually foster and enhance the opportunities of persons to secure heightened understanding. It is thereby that such persons will be able to further facilitate their capability to contribute to enhancement in the quality of the survival which will become available to them, as members of the society.
Governments are therefore called upon to recognize that enhancement in Human Development, with its various quality-of-life attributes (which accompany meaningfulness in how humans are able to pursue their survival), is the outcome which shows how effective their economic development/reconstruction package initiatives have been. The administration of incoming U. S. President Obama, is therefore invited to become mindful of how fostering impacts on people, and on the achievement of Human Development, fit into the economic reconstruction packages which it is now promoting.
Where the Banks Fit in
If fostering Human Development is the economic management target, that outcome will not be promoted by government cash injections to revitalize the presently constituted banking system. It was that system which had initiated massive loan curtailment when it found itself holding the now worthless commercial paper that was associated with the sub-prime mortgages (that had also been generated within a part of its system). The fact is that, the prevailing banking system is a commercial credit operation which has been legitimated to operate and to make loans, on the basis of a fractional holding of its total deposits. This banking system forms an intrinsic part of capitalist economic activity; and its overall operation is designed to be a key support to the financial profit making to which the capitalist system is dedicated. In the process, the banks do their profit making on a pyramid of secured financial credit, which they are able to execute by virtue of the fractional deposit reserve system under which they are allowed to operate.
This operating banking system, (which largely makes its income from generating and from servicing commercial paper), is not servicing any pyramid which is aimed at the quality-of-life requirements of people. Accordingly, the incoming administration of U. S. President Obama; the United States Congress; and also the governments of most Western Countries; need to begin to ask themselves the following question:
What are the quality-of-life feature that they hope to sustain, when they use massive cash injections into the commercial banking system, and into critical industrial groups, primarily to generate profit flows; while they are at the same time ignoring the servicing of people-centred results? |
Meanwhile, as they face such questions, these governments would find it useful to give due recognition to the substantive resolution background that was extensively elaborated in Horace Carby-Samuels (2007); Quality-of-Living and Human Development as the Outcome from Economic Progress; (Ottawa, Canada, Agora Cosmopolitan, ISBN 1897036353).
Gary McKinnon extradition: suicide ‘almost inevitable’ psychiatrist warns

The medical report said Mr McKinnon, who is known to suffer Asperger’s syndrome, a form of autism, also has a “fixed-psychological conviction he will kill himself in preference to being extradited”.
The emergency study by consultant psychiatrist Professor Jeremy Turk of St George’s Hospital, London, said that suicide was now an “almost certain inevitability”.
Details of the report emerged following a decision by Alan Johnson, the Home Secretary, not to block the extradition on medical grounds, as disclosed by The Daily Telegraph on Thursday.
Mr McKinnon’s distraught mother said the Government, and Mr Johnson, “should hang their heads in shame” over the extradition to face hacking charges.
Extracts of Prof Turk’s report, disclosed in the Daily Mail, show that he recorded in September that Mr McKinnon, 43, suffered from a “‘very serious Major Depressive Disorder…. aggravated and complicated by anxiety and panic attacks with multiple psychosomatic symptoms on a background of his having Asperger’s syndrome”.
But following the failure of Mr McKinnon’s bid to have his case heard at the Supreme Court, he concluded that he was now “at an even higher risk of self harm and suicide”, something he said was a “real probability”.
Mr Johnson, who was shown the report, said that he felt the information he had seen was “not materially different from that placed before the High Court earlier this year” when Mr McKinnon lost his earlier legal challenge.
He added: “It is clear from the proceedings to date that Mr McKinnon will not, if convicted, serve any of his sentence in a supermax prison.
“Should Mr McKinnon be extradited, charged and convicted in the US and seek repatriation to the UK to serve a custodial sentence, the Government will of course progress his application at the very earliest opportunity.”
The family, who were informed of Mr Johnson’s decision on Thursday, are now set to apply for a judicial review in a bid to stop his extradition.
The decision was almost universally criticised by opposition MPs, campaigners.
Mrs Sharp said: “To force a peaceful, vulnerable, misguided UFO fanatic like Gary thousands of miles away from his much-needed support network is barbaric.
“This is a cruel and miserable decision.
“If the severity of Gary’s medical condition isn’t sufficient to prevent his extradition, I can’t imagine what is. God help others facing a similar fate. I’m so upset and angry.”
She added: “Where are the ‘very real safeguards’ that the Government consistently hid behind when forcing this appalling Act through Parliament.
“The only people who won’t get extradited are terrorists facing the death sentence, the very people the Act was meant to be about.
“What bitter irony.”
Mrs Sharp said her legal team would now apply for a judicial review, but if that was not granted then her son could be extradited before Christmas.
“What a heartless and cowardly decision this is,” she said.
Mrs Sharp wept as she told how she broke the news to Mr McKinnon.
She said: “He was very, very bad. He was very quiet – and I am more worried when he is quiet. I have got concerns for Gary. Alan Johnson has made the wrong decision. It is just awful.”
Mr McKinnon’s lawyer, Karen Todner, said: “It’s a devastating blow but we are not going to give up.
“We are certainly coming to the end of the road.
“We’re just hoping at some point someone sees sense and steps in.
“All the legal team do know is we cannot give up because in some ways it’s like dealing with a Death Row case, and we genuinely believe that Gary’s life is at stake here.”
Another of his legal team said: “It is a miserable decision that we fundamentally disagree with – he could be gone by Christmas. We are considering all our legal avenues. What does it take for someone not to be extradited?”
She added that she planned to issue judicial review proceedings next week, but added: “We are normally allowed three months to issue but the Home Secretary has only allowed us seven days.”
Keith Vaz MP, the chairman of the home affairs select committee which has pressed Mr Johnson directly not to extradite Mr McKinnon, said: “I am very disappointed at this decision. This is the wrong decision for the wrong reasons.”
Last month Mr Johnson threw a lifeline to Mr McKinnon, who suffers from a form of autism, with a promise to examine new medical evidence “very carefully” before deciding on his extradition last month.
However in an emailed letter to Mrs Sharp, Mr Johnson is understood to have said that a decision to block the extradition of Mr McKinnon was not in his control.
During an earlier legal battle in the summer, judges warned Mr McKinnon, who is accused of hacking into networks at the Pentagon and Nasa from his flat in north London, might kill himself if he was extradited.
The legal process, which had been paused while Mr Johnson considered the medical evidence, will now start again, with legal sources suggesting Mr McKinnon could be extradited by Christmas.
Mr McKinnon’s lawyers can either seek a fresh emergency judicial review of Mr Johnson’s decision at the High Court within the next seven days or appeal to the European Court of Human Rights within the next 14 days.
David Burrowes, the Conservatives’ shadow justice minister and Mr McKinnon’s local MP, said: “It is extremely disappointing that the repeated calls for compassion and justice for Gary have been ignored by the Home Secretary.
“Despite substantial medical grounds giving Alan Johnson the opportunity to stop the extradition, he has washed his hands of Gary.
“The decision flies in the face of the medical evidence, which showed the serious risks to his health and life if extradition was to be granted.”
Mr Vaz added: “The unanimous view of the Home Affairs Select Committee was that the Home Secretary has the power to intervene.
“His [Alan Johnson’s] decision has important constitutional implications if he is not prepared to use his discretion even though he is allowed to so no matter how narrow the scope.”
Mark Lever, chief executive of the National Autistic Society which has been campaigning on behalf of Mr McKinnon, said: “We are bitterly disappointed by the Home Secretary’s decision and feel hugely sympathetic towards Gary and his family who have now been living under extreme stress for a prolonged period of time.
“People with Asperger syndrome are often much more vulnerable than appearances would suggest and can be highly susceptible to additional mental health problems.
“On the strength of recently submitted medical evidence and the support of the Home Affairs committee, we had hoped that Mr Johnson would listen to these concerns.
“The National Autistic Society will continue to support Gary and his family during this incredibly difficult time and as the case continues.”
Mr McKinnon, 43, from Wood Green, North London, has insisted that his hacking of Pentagon computers was nothing more than him searching for reports of UFO sightings.
He is being extradited under a treaty which has been criticised because, while British prosecutors must provide details of the evidence against an American citizen, US prosecutors need only explain the charges to take a Briton to America.
Mr Johnson said: “I have carefully considered the representations in the case of Gary McKinnon.
“I am clear that the information is not materially different from that placed before the High Court earlier this year and does not demonstrate that sending Mr McKinnon to the United States would breach his human rights.
“As the courts have affirmed, I have no general discretion. If Mr McKinnon’s human rights would be breached, I must stop the extradition. If they would not be breached, the extradition must go ahead.”
He added: “Earlier this year the High Court upheld the extradition request for Mr McKinnon. This was after all proceedings under the Extradition Act 2003 had been completed.
“The High Court dismissed a further challenge by Mr McKinnon that extradition to the USA would be in breach of his human rights.
“Throughout this process there have been a number of assurances. Firstly due to legitimate concerns over Mr McKinnon’s health, we have sought and received assurances from the United States authorities that his needs will be met. These were before the High Court in July.
“It is also clear from the proceedings to date that Mr McKinnon will not, if convicted, serve any of his sentence in a supermax prison. Finally, should Mr McKinnon be extradited, charged and convicted in the US and seek repatriation to the UK to serve a custodial sentence, the Government will of course progress his application at the very earliest opportunity.
“I know there is a concern on all sides to see a conclusion to these proceedings. It is now open to Mr McKinnon’s lawyer to consider their legal options. As a consequence I do not propose to comment any further.”

Various representatives within the UFO Disclosure Movement, notably includes Exopolitics groups. Exopolitics groups, have sought to provide leadership in inspiring humanity to become responsible members of what they describe as the broader Galactic Community.
In order to help work toward that goal, Exopolitics groups have sought to help champion UFO Disclosure, and to help “channel” messages attributed to alleged Ethical Extraterrestrials. These channelings include messages of ‘peace’, ‘love’, and environmental stewardship. Sounds ethical, does it? However, just because an explicitly communicated message is benevolent, does not necessarily mean that the consciousness behind it, is. Indeed, that is how the aboriginal peoples of Canada, and other indigenous peoples globally, have been conquered: accepting at face value, messages of peace and friendship, that are designed to pacify “the enemy”, just before the conquest.

San Francisco declared the Worst-Run Big City in the U.S.
Spend more. Get less. We’re the city that knows how.

Despite its good intentions, San Francisco is not leading the country in gay marriage. Despite its good intentions, it is not stopping wars. Despite its spending more money per capita on homelessness than any comparable city, its homeless problem is worse than any comparable city’s. Despite its spending more money per capita, period, than almost any city in the nation, San Francisco has poorly managed, budget-busting capital projects, overlapping social programs no one is certain are working, and a transportation system where the only thing running ahead of schedule is the size of its deficit.
It’s time to face facts: San Francisco is spectacularly mismanaged and arguably the worst-run big city in America. This year’s city budget is an astonishing $6.6 billion — more than twice the budget for the entire state of Idaho — for roughly 800,000 residents. Yet despite that stratospheric amount, San Francisco can’t point to progress on many of the social issues it spends liberally to tackle — and no one is made to answer when the city comes up short.
The city’s ineptitude is no secret. “I have never heard anyone, even among liberals, say, ‘If only [our city] could be run like San Francisco,'” says urbanologist Joel Kotkin. “Even other liberal places wouldn’t put up with the degree of dysfunction they have in San Francisco. In Houston, the exact opposite of San Francisco, I assume you’d get shot.”
Who is to blame for this city’s wretched state of affairs? Yomi Agunbiade, that’s who. Metaphorically, that is.
An engineer by trade, Agunbiade was appointed by Mayor Gavin Newsom to head the San Francisco Recreation and Park Department in 2004. Even before Agunbiade’s tenure, Rec and Park was the department other city departments pointed and laughed at — but under Agunbiade, it became Amy Poehler funny.
During his reign, an audit revealed, rec centers frequently didn’t open, because staff simply didn’t show up — and the department had no process to do anything about it. Good news: New rec centers were slated to open. Bad news: Agunbiade’s department had no plan for how to staff them. But that wasn’t enough to cost Agunbiade his job.
When the city controller’s office made the common-sense recommendation that groundskeepers ought to be where they were assigned to be when they’re supposed to be there, Agunbiade fought them on it for three years. Running a department where no one knows where anyone is — and no one even wants to know? Not a problem.
Then a report by the city’s budget analyst found massive fiscal mismanagement at the Marina Yacht Harbor, which is run by Rec and Park. Perhaps so much money wouldn’t have gone unaccounted for, the audit suggested, if the department had installed a cash register. Still, not a problem for Agunbiade. Other reports exposed one organizational or fiscal snafu after another, but his position was secure. In San Francisco, running a city department like a Franz Kafka nightmare doesn’t cost a decisionmaker his job.
Then, in July 2008, we apparently discovered what does. Rec and Park spokeswoman Rose Dennis claimed that Agunbiade had been sexually and religiously harassing her for years, and produced letters he’d sent to her home as evidence. She confirmed to SF Weekly that Agunbiade’s letters urged her to stop wearing revealing clothes so that she could get right with Jesus. Though she didn’t release the letters publicly, Dennis did bring them to the city attorney’s office — which determined that this could turn into a messy lawsuit.
Agunbiade was subsequently called in to chat with Newsom. The conversation between the mayor-who-slept-with-his-appointments-secretary and the department-head-accused-of-sexually-and-religiously-harassing-his-spokeswoman (in writing!) must have been one for the ages. Whatever was said, the outcome was this: Agunbiade resigned not long after, and Dennis this year received a $91,000 settlement from the city.
Minus the alleged harassment, city government is filled with Yomi Agunbiades — and they’re hardly ever disciplined, let alone fired. When asked, former Board of Supervisors President Aaron Peskin couldn’t remember the last time a higher-up in city government was removed for incompetence. “There must have been somebody,” he said at last, vainly searching for a name.
Accordingly, millions of taxpayer dollars are wasted on good ideas that fail for stupid reasons, and stupid ideas that fail for good reasons, and hardly anyone is taken to task.
The intrusion of politics into government pushes the city to enter long-term labor contracts it obviously can’t afford, and no one is held accountable. A belief that good intentions matter more than results leads to inordinate amounts of government responsibility being shunted to nonprofits whose only documented achievement is to lobby the city for money. Meanwhile, piles of reports on how to remedy these problems go unread. There’s no outrage, and nobody is disciplined, so things don’t get fixed.
San Francisco is the city that simply will not hold itself accountable.
Here are a few examples of the best of San Francisco at its worst.
Finding books in the library is easy: There are logical, organized systems in place. Finding where the money to build libraries went — that’s hard. Last year, the Civil Grand Jury could not find — we reiterate, could not find — up-to-date budget numbers for the city’s Branch Library Improvement Program. The numbers that were available aren’t pretty: Voters approved a $106 million bond in 2000 to rebuild 19 libraries, and $28 million more was ponied up by the state and private donors. That money was spent without a coherent building plan being formulated between the Library Commission and Department of Public Works — leading to such large cost overruns and long delays that the commission abandoned five of the projects. In 2007, the city went back to the voters, asking for another $50 million for libraries — without publicizing that this would fund the five unfinished projects voters had already paid for. Voters approved it. After all, who doesn’t like libraries?
In 2002, the San Francisco Chronicle revealed that the city had, for decades, been siphoning nearly $700 million from its Hetch Hetchy water system into the San Francisco General Fund instead of maintaining the aging aqueduct. Several mayors and boards of supervisors used that money to fund pet causes, and the Public Utilities Commission didn’t say no. Unfortunately, spending maintenance money elsewhere doesn’t diminish the need for maintenance. By 2002, the water system was in such desperate condition that voters were asked to pass a $3.6 billion bond measure to make overdue fixes. Obligingly, they did — who doesn’t like water? Since then, the projected costs have swelled by $1 billion. So far.
Back in 1999, San Francisco voters were pitched a $299 million bond to “save” Laguna Honda Hospital as a 1,200-bed facility for the city’s frail, elderly population. Who doesn’t want to help the frail and elderly? A decade later, the Department of Public Works project is still incomplete, its price tag has swelled by nearly $200 million, and the hospital is slated to hold only 780 beds — so the city is going massively overbudget to construct a hospital only 65 percent as large as promised, which is four years behind schedule.
Amazingly, this gets worse. After securing the bond funding to save Laguna Honda as a hospital for the elderly, the Department of Public Health began transferring younger, often dangerous and mentally ill patients there and mixing them among the old people. This went about as well as you’d think: A 2006 state and federal licensing survey noted numerous instances of elder abuse, staff abuse, and patients toting drugs, alcohol, and even loaded weapons. One patient was assaulted four times in four months; to address this problem, staff erected signs reading “No Hitting.” (That didn’t work.) To cap it off, elder activists now worry that a 2009 Department of Public Health–commissioned report will pave the way for even more relatively young, mentally ill patients heading to Laguna Honda. The massively overbudget, behind-schedule hospital may not even end up primarily serving the elderly population that voters were promised it would.
These are dramatic examples of how the city wasted time and money and made people’s lives miserable — with no apparent repercussions for those responsible. But these are far from isolated incidents (see the “Annals of Incompetence” sidebar on page 12). And in each case, it comes back to the same basic problem of accountability: Plenty of public figures make promises, but no one is responsible for keeping them.

British investigative researcher documents findings on Extraterrestrials

In 2002, Gary McKinnon was arrested by the UK’s national high-tech crime unit, after being accused of hacking into Nasa and the US military computer networks.
He says he spent two years looking for photographic evidence of alien spacecraft and advanced power technology.
The U.S. Bush administration now wants to put him on trial, and if tried there he could face 60 years behind bars.
The search for proof of the existence of UFOs landed Gary McKinnon in a world of trouble.
After allegedly hacking into NASA websites — where he says he found images of what looked like extraterrestrial spaceships — the 40-year-old Briton faces extradition to the United States from his North London home. If convicted, McKinnon could receive a 70-year prison term and up to $2 million in fines.
“I knew that governments suppressed antigravity, UFO-related technologies, free energy or what they call zero-point energy. This should not be kept hidden from the public when pensioners can’t pay their fuel bills”, says McKinnon.
McKinnon told Wired Magazine that he found a “book with 400 testimonials from everyone from air traffic controllers to those responsible for launching nuclear missiles. Very credible witnesses. They talk about reverse-(engineered) technology taken from captured or destroyed alien craft.”
McKinnon also provided Wired Magazine with testimony from, “A NASA photographic expert said that there was a Building 8 at Johnson Space Center where they regularly airbrushed out images of UFOs from the high-resolution satellite imaging. I logged on to NASA and was able to access this department. They had huge, high-resolution images stored in their picture files. They had filtered and unfiltered, or processed and unprocessed, files.”
“My dialup 56K connection was very slow trying to download one of these picture files. As this was happening, I had remote control of their desktop, and by adjusting it to 4-bit color and low screen resolution, I was able to briefly see one of these pictures. It was a silvery, cigar-shaped object with geodesic spheres on either side. There were no visible seams or riveting. There was no reference to the size of the object and the picture was taken presumably by a satellite looking down on it. The object didn’t look manmade or anything like what we have created. Because I was using a Java application, I could only get a screenshot of the picture — it did not go into my temporary internet files. At my crowning moment, someone at NASA discovered what I was doing and I was disconnected.”
I also got access to Excel spreadsheets. One was titled “Non-Terrestrial Officers.” It contained names and ranks of U.S. Air Force personnel who are not registered anywhere else. It also contained information about ship-to-ship transfers, but I’ve never seen the names of these ships noted anywhere else.
Banned from using the internet, Gary also spoke to Spencer Kelly to tell his side of the story, ahead of his extradition hearing on Wednesday, 10 May. You can read what he had to say here.
Spencer Kelly: Here’s your list of charges: you hacked into the Army, the Navy, the Air Force, the Department of Defense, and Nasa, amongst other things. Why?
Gary McKinnon: I was in search of suppressed technology, laughingly referred to as UFO technology. I think it’s the biggest kept secret in the world because of its comic value, but it’s a very important thing.
Old-age pensioners can’t pay their fuel bills, countries are invaded to award oil contracts to the West, and meanwhile secretive parts of the secret government are sitting on suppressed technology for free energy.
SK: How did you go about trying to find the stuff you were looking for in Nasa, in the Department of Defense?
GM: Unlike the press would have you believe, it wasn’t very clever. I searched for blank passwords, I wrote a tiny Perl script that tied together other people’s programs that search for blank passwords, so you could scan 65,000 machines in just over eight minutes.
SK: So you’re saying that you found computers which had a high-ranking status, administrator status, which hadn’t had their passwords set – they were still set to default?
GM: Yes, precisely.
SK: Were you the only hacker to make it past the slightly lower-than-expected lines of defence?
GM: Yes, exactly, there were no lines of defence. There was a permanent tenancy of foreign hackers. You could run a command when you were on the machine that showed connections from all over the world, check the IP address to see if it was another military base or whatever, and it wasn’t…
SK: Over what kind of period were you hacking into these computers? Was it a one-time only, or for the course of a week?
GM: Oh no, it was a couple of years.
SK: And you went unnoticed for a couple of years?
GM: Oh yes. I used to be careful about the hours.
SK: So you would log on in the middle of the night, say?
GM: Yes, I’d always be juggling different time zones. Doing it at night time there’s hopefully not many people around. But there was one occasion when a network engineer saw me and actually questioned me and we actually talked to each other via WordPad, which was very, very strange.
SK: So what did he say? And what did you say?
GM: He said “What are you doing?” which was a bit shocking. I told him I was from Military Computer Security, which he fully believed.
SK: Did you find what you were looking for?
GM: Yes.
SK: Tell us about it.
GM: There was a group called the Disclosure Project. They published a book which had 400 expert witnesses ranging from civilian air traffic controllers, through military radar operators, right up to the chaps who were responsible for whether or not to launch nuclear missiles.
They are some very credible, relied upon people, all saying yes, there is UFO technology, there’s anti-gravity, there’s free energy, and it’s extra-terrestrial in origin, and we’ve captured spacecraft and reverse-engineered it.
SK: What did you find inside Nasa?
GM: One of these people was a Nasa photographic expert, and she said that in building eight of Johnson Space Centre they regularly airbrushed out images of UFOs from the high-resolution satellite imaging. What she said was there was there: there were folders called “filtered” and “unfiltered”, “processed” and “raw”, something like that.
I got one picture out of the folder, and bearing in mind this is a 56k dial-up, so a very slow internet connection, in dial-up days, using the remote control programme I turned the colour down to 4bit colour and the screen resolution really, really low, and even then the picture was still juddering as it came onto the screen.
But what came on to the screen was amazing. It was a culmination of all my efforts. It was a picture of something that definitely wasn’t man-made.
It was above the Earth’s hemisphere. It kind of looked like a satellite. It was cigar-shaped and had geodesic domes above, below, to the left, the right and both ends of it, and although it was a low-resolution picture it was very close up.
This thing was hanging in space, the earth’s hemisphere visible below it, and no rivets, no seams, none of the stuff associated with normal man-made manufacturing.
SK: Is it possible this is an artist’s impression?
GM: I don’t know… For me, it was more than a coincidence. This woman has said: “This is what happens, in this building, in this space centre”. I went into that building, that space centre, and saw exactly that.
SK: Do you have a copy of this? It came down to your machine.
GM: No, the graphical remote viewer works frame by frame. It’s a Java application, so there’s nothing to save on your hard drive, or at least if it is, only one frame at a time.
SK: So did you get the one frame?
GM: No.
SK: What happened?
GM: Once I was cut off, my picture just disappeared.
SK: You were actually cut off the time you were downloading the picture?
GM: Yes, I saw the guy’s hand move across.
SK: You acknowledge that what you did was against the law, it was wrong, don’t you?

Howard Menger case illuminates Extraterrestrial infiltration of Earthbound Human institutions

I read a lot of contactee stories from the 1950’s when I first got interested in UFO/ET as a young man. I did not know what to make of these stories and just moved on. Now that I am much older and have quite a lot of experience under my belt I found myself rereading the book, From Outer Space by Howard Menger. As we all know these contactee stories were heavily debunked in the 1950’s and 1960’s and to a point where most mainstream UFO investigators to this day easily dismiss these cases of human extraterrestrial infiltration into our society. I believe this is a big mistake.
First, the very fact knowing what we know now about the propaganda campaign propagated against the public since the 1940’s ought to be cause enough to revisit these old cases. Second, in light of current knowledge of human Extraterrestrial encounter cases and possible meetings between human ET’s and Eisenhower in 195Os is another reason to take a good look at these old cases. Third, I have local contactee friends that have been providing me with stories for many years that are no different from these old contact cases.
The only difference between these newer local cases and the very public cases of the 1950’s is that the human ET’s seem to have changed tactics in light of resistance from earth humans as well as some other races that have been troubling them and us. Forth, this discussion of tight fitting ET flight suits having a slight glow with invisible pockets, a kind of small square image recording device that fits into the palm of the hand and projects a holographic image, electromagnetic propulsion systems, doors on craft that just open up and are invisible when not open, view screens etc. all compare well to what we know today about ET technology from crash retrievals.
This image recording device seems similar to the device that holds a ET history known as the Yellow Book. Something else I have not heard anywhere is that the ET men don’t have a problem with facial hair on their worlds but when on earth for awhile they have to shave. Menger remarked that on his moon trip is facial hair quit growing. What could be causing this effect I have no idea but it could be important.
From what I am hearing from my local contactee sources is that extensive contact and infiltration into earth human society has continued unabated since the 1940’s. What is different today from the 1950’s is that what once was a very overt infiltration has morphed and gone underground due to resistance from world military, economic and government elites. From what I am hearing is that the human ET’s intent to turn things around on earth has not wavered even though tactics have had to be modified so as to adapt to changing external conditions. It also seems that there continues to be a high turnover rate amongst individual ET’s with earth educated ET’s being constantly replaced with new recruits. I am speculating that there are two reasons for this, one being the stress involved, and the other being growing interest in earth affairs by more ET individuals and groups.
Howard Menger gives a very broad perspective on extraterrestrial humans and their relationship to earth’s indigenous people. He is saying that there are different human races living in parallel worlds around other planets, moons and the sun of our solar system as well as elsewhere about the universe. One of the main criticisms by the uninformed and sceptical is that the rest of the solar systems seems to be inhospitable to life at least complex life forms. But Menger makes it clear that these ET humans are living not in our dimension around the inhospitable planets, moons and sun, but in other hidden to us dimensions.
It looks to me that maybe what we have are habitable finite dimensional shells or zones around large accumulations of mass that are held together by some processes of gravitation and quantum entanglement.
I have heard of speculations by physicists that gravity is weak because it is holding together mass in other dimensions. Menger talks about being in orbit around the moon for 10 days according to his watch having his body adjusted on a molecular and atomic level before setting foot on a inhabited moon. This compares well to what some of the Rama folks in Peru have been saying since the 1970’s, that their human ET contacts go in and out of other dimensions even here on earth. There is some really interesting physics going on that physicists should be taking a good look at.
But Menger’s broad view is even broader and he says that his ET friends tell him that all these parallel worlds are connected and that souls transmigrate between these different parallel worlds. He is talking about this way back in the 1950’s and in a big way on the Long John Nebel radio show that reached millions of people just as George Norey and Art Bell do today.
While we can see from cases like the 1958 Fontes Briefing that the military was freaking out about a ongoing alien invasion and trying to shoot down craft and mostly getting shot down themselves in the process, while Howard is helping his human ET friends infiltrate into earth society. He is cutting their hair, getting them earth clothes, briefing them on local ever-changing language, going about helping them install transceivers about the country that have a range about 25 miles to monitor earth humans etc. He says his ET’s are vegetarians, the men don’t like having their shoulder length hair cut off and the ET women can’t stand bras. The only time he knew them to be really upset and angry was when they themselves were being infiltrated both by earth humans and it seems at least one other ET race causing them and their contactees a lot of trouble.
In fact a contactee friend of mine believes that things have only gotten worse over the years with some troublesome ET’s and that this friend thinks a ET war may be brewing. Other than that the human ET’s are keeping a lower profile, not much has changed in regard to their activities and their long range plans of earth humanity.
My friend said that a mutual contactee friend even got clothes for his ET’s so they could walk around Walmart and feel and touch things. Another contactee that I know about says he calls some ET’s stupid ET’s because they have had to ask about simple things like what is Christmas? Its obvious that many ET humans are still dropping in cold turkey without going through any formal courses on earth affairs. What does seem to have changed is that human ET’s now favor involvement and infiltration with lower economic social classes because when people talk it won’t be taken seriously causing them security problems. Social class divisions restrict information flow to the military and economic elite that give the ET’s trouble.
Its even kind of funny in that all this infiltration and interaction with earth humans is happening right under the military’s arrogant noses, right around their military bases where they engage in cat and mouse games with ET craft and have their Blue Beret Teams stationed. It seems that our military has all this hard power just as Fulford claims but little soft power.
The U.S. political-military-industrial complex is enamoured with technology and it is getting us into no end of trouble even in terrestrial affairs. This all makes our military and intelligence community look like the Keystone Cops when compared against the ET military and intelligence community. America’s terrestrial HUMIT intelligence is pretty bad but it would seem that extraterrestrial HUMIT intelligence is even worse. Those of us that have taken the trouble to become informed have seen plenty of cases of human ET’s involved in earth affairs, so all this infiltration should come as no surprise.
Even Bob Dean has commented that the military brass at NATO were very upset at these human ET’s that look just like us infiltrating our planet. Its obvious from the Fontes Briefing, The Three Star General Report and other cases that the military was very paranoid about this in the 1950’s and 1960’s with a reactionary faction of the military even today just as paranoid, dangerous and delusional. This mentality about shooting first and asking questions later is pretty dangerous and stupid if you ask me.
I thought Menger was quite clear about the motives of his ET friends and that it was in their and our self interest to turn things around on earth. In light of the much bigger picture of soul migration and the interconnectiveness of these parallel dimensional worlds this makes since. It would seem that earth human devolution is harming others in the cosmic neighbourhood in ways that are difficult for us to understand and the celestial humans are determined to get things straightened out here even if they have to fight us and other troublesome ET’s in the process.
In fact other UFO investigators are beginning to comment that there are just too many crashes for it to just be due to equipment malfunction. Not only are earth forces still fighting with some ET groups but ET groups seem to be fighting amongst themselves not only around earth but on a much wider universal scope.
Why should we think conflict ends with us when we see conflicts between predators and prey all through the natural world. If the world’s military and economic elite would just observe more and act less, things would be better for everybody concerned. But no, earth humans have to make it hard not just on themselves but on everybody else as well. So what is new? The immensity and reality of the situation is just mind boggling for anybody who tries to get a handle on it both inside and outside of government. As usual our worst enemy is ourselves!

The date of July 16, 1969 was the day of the launch of Apollo 11 and the initial kick-off for the first landing of the human race on our neighbour, the moon. The global importance of this major historic event was very evident at the Kennedy Space Center, Florida. It was Moon Shot Day! Many famous people from all over the world gathered in the VIP launch viewing area near the Apollo LCC (Launch Control Center).
The security was at its highest level with VIP guests present from every nation on earth. One guest was in attendance whom I had supported during his political career, Senator Barry M. Goldwater of Arizona. He had been the Republican Presidential candidate in 1964 running against President Lyndon B. Johnson. He had lost by a wide margin, but, we in Florida had delivered him a victory in Brevard County, Florida and the Space Port area and pride in ourselves regarding that minor accomplishment. In 1968, Goldwater won back his Senatorial seat in Arizona.
Senator Barry M. Goldwater was a former Major General in the United States Army Air Corp wanting to be a fighter pilot of a P-47 Thunderbolt and/or a P-51 Mustang aircraft, but was assigned to deliver various aircraft to combat areas. He had flown an estimated 160 plus other planes during his WW II and civilian years. I was also informed that he had been checked-out in an SR-71 Blackbird. That was VERY impressive to learn.
Being a registered Democrat supporting a Republican candidate in Florida did not gain me any favour through my lifelong political party in Florida. I constantly lived with insults and jokes which supplemented my involvement in UFO research. McCleland has always been a maverick.
During the long countdown of the Saturn V Apollo 11 launch vehicle, I took a breakfast break from the LCC and walked to the nearby VIP guest viewing site in hopes of meeting Senator Goldwater. As I scanned the numerous people gathered, I asked one of our security guards if he was aware of the location of Goldwater? He pointed his finger to an open field nearby saying “Do you see that guy over there setting up his camera tripod, Mac? That’s Senator Goldwater”.
I had my camera around my neck in hopes of having a photo opportunity with the Senator. I strolled across the crab grass turf as he was setting up his personal camera.
I was surprised he was alone except for a half dozen other guests that were nearby also setting up their cameras. I introduced myself and he responded with a polite greeting.
He asked if I was a guest in the VIP area. I chuckled a bit and said, no sir, I am not yet a VIP. He smiled, and said, yes, I know how you feel.
I had the same experience in the past. We talked about his earlier effort to gain the Presidency and I told him about my personal efforts in Brevard County. He thanked me saying at least he had won here in the Cape area.
I seriously pondered my next question concerning UFOs and finally asked him if he would discuss the subject with me? I was surprised he had no Secret Service Agents or NASA Public Affairs personnel hovering around him. I explained my position at KSC and my being the NICAP Unit-3 Director for Major Donald E. Keyhoe at KSC. He had met Keyhoe in DC years before.
He approved our discussion on the UFO subject and we began our exchange of information.
I began by saying it was obvious he had a deep abiding interest in UFOs and possible visits of alien races to earth. He said, “That is accepted fact in Washington and especially at the Pentagon, young man.” I had some understanding of his alleged statements regarding UFOs in the past and brought up the popular story of his effort to gain entry into a special storage area at Wright-Patterson AFB that purportedly had alien artifacts in it. He said, “Yes, that’s the main event concerning me and UFOs.”
I was under the impression that a U.S. Senator with a past as a Major General in the U.S. Army Air Corp and a member of the U.S. Senate Select Committee on Intelligence for many years would carry some weight in my allowances to enter such an area of military secrecy. I was rudely awakened to reality very swiftly when I was denied passage. It had me angry enough to discuss it with a personal friend of mine in the military and inquired why my position in the U.S. Senate had no such allowance?
My friend, General Curtis LeMay, Chairman of the Military Joint Chiefs of Staff at the Pentagon VERY angrily told me that I had no need to know. He gave me a lot of HELL about my activities at Wright-Patterson.
He threatened to end our friendship for life! My God, Mac, that surprised the hell out of me.” LeMay added, “you stay clear of our mutual friend, “Butch”, too. ( meaning General William “Butch” Blanchard) his having been at Roswell (later Walker) Army Air base and the 509Th., will not gain you any favour for knowledge of that Roswell crash claim.”
Goldwater said, “Mac, Butch Blanchard was also a very valued friend of mine since WWII.” He was the person who announced that a disc had crashed near Roswell in 1947. This cussing out did awaken me to one fact, that the UFO situation is the highest level of national secrecy. Much higher than the H-Bomb was and more than anything else that is known within the Pentagon, FBI, CIA, DIA, NSA, etc. That is, nothing is higher security than aliens being here on this planet. Then I realized Curtis was correct. And I never again approached him on the subject. That seemed to prove to me that UFOs were a fact, and do exist. But, are they all aliens? I highly suspect a majority are!

Secrecy about UFOs and Extraterrestrials shows the true colours of an aspiring U.S. Global Empire

The UFO problem is a real one. It has involved military personnel around the world for more than fifty years, and is wrapped in secrecy. Over the years, however, enough pieces of the puzzle have emerged to give us a sense of what the picture looks like. What I have tried to do is very simple: to use as many of those pieces as possible in constructing a clear, straightforward, historical narrative of the UFO problem, focusing on the national security dimensions.
Because the subject of UFOs has become little more than a cultural joke, it is important to stress at the outset why it is not a joke, not entertainment, but something worthy of serious attention.
Although stories of strange objects in the sky go far back in time, the problem received little attention until World War II. At that time, military personnel from Allied and Axis countries reported unconventional objects in the sky, eventually known as foo fighters. In retrospect, this development is not so surprising. First, human aviation had become widespread for the first time. Above the clouds, thousands of pilots suddenly had the kind of visibility that no one ever had before. A second reason was the invention of radar, which extended the range of human vision by electronic means. Moreover, it seemed reasonable to assume that the odd sightings were related to the war itself, perhaps experimental technology.
One might have expected such sightings to vanish after the war’s end in 1945. Instead, they increased. In Europe in 1946, then America in 1947, people saw and reported objects that could not be explained in any conventional sense. Wherever sightings occurred, military authorities dominated the investigations, and for perfectly understandable reasons. Unknown objects, frequently tracked on radar and observed visually, were flying within one’s national borders and, in the case of the United States, over sensitive military installations. The war was over. What was going on here?
Initially, some Americans feared that the Soviet Union might be behind the “flying saucer” wave. This possibility was studied, then rejected. At a time when the world’s fastest aircraft approached the speed of 600 mph, some of these objects exceeded – or appeared to exceed – 1,000 mph. What’s more, they manoeuvred like no aircraft could, including right angle turns, stopping on a dime, and accelerating instantly. Could the Soviets really have built something like that? If so, why fly them over all over America and Western Europe? To experts, the idea seemed farfetched at best, and fifty years later, their conclusion stands.
If not Soviet, could the objects have been American? The possibility was studied and rejected for the same reasons. The speed of sound was not broken until October of 1947: was it really credible that, prior to this, the Americans had secretly discovered a hypersonic anti-gravity technology?
During the UFO wave of 1947, all indications are that there were multiple, simultaneous investigations within the American military and intelligence community of these flying saucers. Although the Air Force was officially charged with investigating them, it was never the only game in town. Every service reported and investigated sightings. The FBI investigated UFOs for a while, and by 1948 at the latest, the CIA initiated an ongoing interest.
By the end of 1947, a contingent of analysts at the Air Technical Intelligence Center (ATIC) at Wright-Patterson Air Force Base believed that UFOs were extraterrestrial. ATIC was the Air Force’s chief center for evaluating new technology, and as such was a key player in the early investigation of UFOs. By the summer of 1948, this team prepared an “Estimate of the Situation” that landed on the desk of Air Force Commander Hoyt Vandenberg, stating the extraterrestrial thesis. As the story goes, Vandenberg rejected it, either for lack of proof, or because it did not state his desired conclusion. Either way, he made it clear that the Air Force would not accept speculation about extraterrestrials as a solution to UFOs.
Of course, people continued to see these things and wonder what they were. In the summer of 1952, for instance, UFO sightings were so frequent and often of such high quality, it actually appeared to some in the Air Force that an invasion might be under way. Could it really be aliens?
With some help from the secret CIA-sponsored Robertson Panel of January 1953, the Air Force greatly improved censorship over the problem. Still, it never quite went away. Civilian organizations emerged to collect and analyze interesting UFO reports. Complicating matters was the fact that the Air Force had backed itself into a corner. Despite its public contempt for UFOs, it had committed itself to monitoring them as a possible national security threat. Those who criticized the Air Force’s statements about UFOs – and there were many such people – frequently asked, if saucers posed no threat to national security, and existed only in the imagination, why did the Air Force create Project Blue Book to study the reports?
Then came the great UFO wave of 1965 and 1966. The density and quality of sightings made it clear that the Air Force could no longer hide behind weather balloons, swamp gas, or ball lightning. At the same time, it became equally impossible to withstand public scrutiny of the problem. The Air Force therefore funded a scientific study of UFOs by the University of Colorado, known more generally as the Condon Committee, to “settle” the matter once and for all. After two years of suspense, the committee concluded that UFOs were not worthy of scientific study, essentially nonsense. Critics responded that the study itself was worthless, with conclusions that did not match its own data. Moreover, the committee had bad blood among its own members, which resulted in the removal of the “pro-UFO” contingent mid-way through the project. It strongly appeared that the project’s leadership was set on a negative conclusion from the beginning. Rumours spread about control over the committee, either by the Air Force or CIA.
As messy as the Condon Committee was, its report gave the Air Force precisely what it needed: justification to close Blue Book. In December, 1969, the Air Force announced it no longer investigated UFOs. The major civilian investigative organizations also declined rapidly, and people who saw UFOs now had scarcely anywhere to turn.
Let us pause here to assess the situation. What we can see is that, at some point during the mid-1940s, the intelligence apparatus of the United States, as well as of several other nations, had reason to believe that there were artefacts in the skies that did not originate from America, Russia, Germany, or any other country. Within the U.S., these objects violated some highly sensitive military air space, and did not appear to be natural phenomena. One may presume that the affected national security authorities made it an immediate obsession to determine the nature and purpose of these objects, and we may infer that the issue probably became a deep secret by 1946, or 1947 at the latest.
Some will dismiss this all as “conspiracy theory,” one of many dotting the American landscape. In popular culture, the very term serves as an automatic dismissal, as though no one ever acts in secret. Let us bring some perspective and common sense to this issue. The United States is comprised of large organizations – corporations, bureaucracies, “interest groups” and the like – which are conspiratorial by nature. That is, they are hierarchical, their important decisions are made in secret by a few key decision-makers, and they are not above lying about their activities. Such is the nature of organizational behaviour. “Conspiracy,” in this key sense, is a way of life around the globe.
Within the world’s military and intelligence apparatuses, this tendency is magnified to the greatest extreme. During the 1940s, while the military and its scientists developed the world’s most awesome weapons in complete secrecy, the UFO problem descended, as it were, into their lap. Would they be interested in unknown objects snooping around their restricted air space? Would they want to restrict the information they acquired? There is no definite answer, but the known facts indicate this was so.
If we assume, then, that there is a UFO conspiracy, we may ask where it is. Is there a central control group, for example, managing the problem? Perhaps yes, perhaps no. It is possible, even plausible, that no one holding public office today knows what is going on. It may be that a UFO control group existed at one time within the U.S. Department of Defense or the CIA, but there is no absolute reason why such a situation must exist today. Not only is secrecy within those circles axiomatic, but information is so highly compartmentalized that it is easy to imagine how various strands of UFO information could fall into dozens of semi-isolated domains.
Within the military, secrecy remains the rule regarding UFOs. Closing down Project Blue Book did not end UFO reports or investigations. Indeed, the Air Force neglected to mention in its 1969 announcement that Blue Book had never been the main body investigating UFOs; after 1952, its existence was purely a public relations endeavour. Investigations of UFOs continued, and military facilities dealing with super-sensitive information (such as the fabled Area 51 in Groom Dry Lake, Nevada) continued to be the source of UFO-related rumours. But a member of the military would be foolish in the extreme to be caught discussing any of this with the public. In the words of 133rd Airborne Wing officer James Goodell:
“When you go to work on those locations, you sign away your constitutional rights. You sign a piece of paper saying that if you violate your security agreement, and you discuss programs that you were working on, without a trial, without the right of appeal, you’re going to go to the Leavenworth Federal Penitentiary for twenty years. That’s a real big incentive to keep your mouth shut.”
This refers to the “Oath Upon Inadvertent Exposure to Classified Security Data or Information.” Taken by all personnel exposed to classified information of any kind, it is binding for life, under all circumstances. [1]
The military has taken the UFO issue deep under cover. For the last thirty years, requests to the Air Force or other government bodies about UFOs have elicited the same response:
“From 1947 to 1969, the Air Force investigated Unidentified Flying Objects under Project Blue Book. The project, headquartered at Wright-Patterson Air Force Base, Ohio, was terminated Dec. 17, 1969. Of a total of 12,618 sightings reported to Project Blue Book, 701 remained “unidentified.”
“The decision to discontinue UFO investigations was based on an evaluation of a report prepared by the University of Colorado entitled, “Scientific Study of Unidentified Flying Objects;” a review of the University of Colorado’s report by the National Academy of Sciences; previous UFO studies and Air Force experience investigating UFO reports during the 1940s, ’50s and ’60s.
“As a result of these investigations, studies and experience gained from investigating UFO reports since 1948, the conclusions of Project Blue Book were: (1) no UFO reported, investigated and evaluated by the Air Force was ever an indication of threat to our national security; (2) there was no evidence submitted to or discovered by the Air Force that sightings categorized as “unidentified” represented technological developments or principles beyond the range of modern scientific knowledge; and (3) there was no evidence indicating that sightings categorized as “unidentified” were extraterrestrial vehicles.
“With the termination of Project Blue Book, the Air Force regulation establishing and controlling the program for investigating and analyzing UFOs was rescinded….
“Since the termination of Project Blue Book, nothing has occurred that would support a resumption of UFO investigations by the Air Force. Given the current environment of steadily decreasing defence budgets, it is unlikely the Air Force would become involved in such a costly project in the foreseeable future.” [2]
“We think we’re Luke Skywalker,” says a friend of mine, “when we’re actually Darth Vader.” America is a country with a bad conscience, nominally a republic and free society, but in reality an empire and oligarchy, vaguely aware of its own oppression, within and without. I have used the term national security state” to describe its structures of power. It is a convenient way to express the military and intelligence communities, as well as the worlds that feed upon them, such as defence contractors and other underground, nebulous entities. Its fundamental traits are secrecy, wealth, independence, power, and duplicity.
The UFO cover-up (precisely the right phrase) is one secret among many within the American national security state. Like other areas within its domain, the UFO problem has been handled secretly, with great deception, and significant resources. The secrecy stems from a pervasive and fundamental element of life in our world: that those who are at the top of the heap will always take whatever steps necessary to maintain the status quo.
1. Secrecy. Nearly everything of significance undertaken by America’s military and intelligence community in the past half-century has occurred in secrecy. The undertaking to build an atomic weapon, better known as the Manhattan Project, remains the great model for all subsequent activities. For four years not a single member of Congress even knew about it, although its final cost exceeded the then-incredible total of $2 billion. During and after the Second World War, other important projects, such as the development of biological weapons, the importation of Nazi scientists, terminal mind control experiments, nationwide interception of mail and cable transmissions of an unwitting populace, infiltration of the media and universities, secret coups, secret wars, and assassinations all took place far removed not only from the American public, but most members of Congress and a few Presidents. Indeed, several of the most powerful intelligence agencies were themselves established in secrecy, unknown by the public or Congress for many years.
2. Wealth. Since the 1940s, the U.S. Defense and Intelligence establishment has had more money at its disposal than most nations. In addition to official dollars, much of the money is undocumented. From its beginning, the CIA was engaged in a variety of off-the-record “business” activities that generated large sums of cash. The connections of the CIA with global organized crime (and thus de facto with the international narcotics trade) has been well-established and documented for many years. [6] In addition, the CIA maintained its own private airline fleet which generated a tidy sum of unvouchered funds primarily out of Asia. Finally, much of the original money to run the American intelligence community came from very wealthy and established American families, who have long maintained an interest in funding national security operations important to their interests.
3. Independence. In theory, civilian oversight exists over the U.S. national security establishment. The President is the military Commander-in-Chief. Congress has official oversight over the CIA. The FBI must answer to the Justice Department. In practice, little of this fond theory applied during the period under review. One reason has to do with the secrecy: the compartmentalization of information within military and intelligence circles. “Top Secret” clearance does not clear one for all Top Secret information. Sensitive information is available on a need to know basis. Two CIA officers in adjoining rooms at the Langley Headquarters can be involved in completely different top secret activities, each completely ignorant of the other’s doings. Such compartmentalization not only increases secrecy, but independence from the wrong (e.g. official) kinds of oversight.
Great latitude of activity is not merely the prerogative of the CIA. During the 1950s, President and five-star general Dwight Eisenhower effectively lost control of the U.S. nuclear arsenal. The situation deteriorated so much that during his final two years in office, Eisenhower asked repeatedly to get an audience with the head Strategic Air Command to learn what America’s nuclear retaliatory plan was. What he finally learned in 1960, his final year in office, horrified him. If a revered military hero such as Eisenhower could not control America’s nuclear arsenal, nor get a straight answer from the Pentagon, how on earth could Presidents Truman, Kennedy, Johnson, or Nixon regarding comparable matters?
4. Power. Secrecy, wealth, and independence add up to power. Through the years, the national security state has gained access to the world’s most sophisticated technology, sealed off millions of acres of land from public access or scrutiny, acquired unlimited snooping ability within U.S. borders and beyond, conducted overt or clandestine actions against other nations, and prosecuted wars without serious media scrutiny. Domestically, it maintains influence over elected officials and communities hoping for some of the billions of defence dollars.
5. Duplicity. Deception is a key element of warfare, and when winning is all that matters, the conventional morality held by ordinary people becomes an impediment. The examples of public deception by national security elements are too many to summarize here, but are provided in the ensuing chapters.
